 Improving Cleveland Shelters

With the support of the Homeless Congress, NEOCH has a long history of working to improve the homeles shelters in Cleveland. In the 1990s a majority of the shelter spaces were just mats on the floor.  NEOCH has pushed for an improvement of the shelters through demonstrations and advocacy.  We have attempted to improve the contracts signed by every shelter director.  This largely failed since there is no enforcement of these regulations.  We lobbied for laws to protect homeless people living in the shelters.  We have set up resident Councils in the past in the shelters to improve the shelters. We have put together some advocacy and ideas for improving shelter in Cleveland.  In 2017, NEOCH worked to improve the Women's Shelter through many different strategies including finding a new group to oversee the facility.  We failed and have decided to step away from doing much work on shelters going forward.  With the loss of over 500 shelter beds over the last 10 years, this question may be moot.
